Randall Bowers, J.D.

About the Candidate: Randall and his wife Natalie chose to make Avon their home in 2018, shortly after the birth of their first daughter. Like many young families, they were drawn to Avon’s excellent schools, safe neighborhoods, and a local government that prided itself on responsible budgeting. But over the last few years, reckless spending driven by pet projects and political agendas has begun to erode that stability, placing an excessive and unnecessary burden on residents.
Today, Randall is running for the Avon Board of Finance to bring common sense, accountability, and transparency back to Avon’s budget process.
A Connecticut native, Randall began his education at UConn in 2001. After the attacks on September 11th, he made the life-changing decision to leave school and enlist in the United States Marine Corps. He later earned a commission as a Marine officer and deployed to Iraq in 2007. As a platoon commander, he learned what real leadership looks like: direct, authentic, and grounded in service to others—especially in times of adversity.
After completing his military service, Randall returned to UConn and graduated from law school with honors. Today, he’s a respected trial lawyer who has successfully handled high-stakes cases across Connecticut, from million-dollar insurance disputes to emotionally charged child protection and criminal defense matters. These experiences taught him not only the importance of financial discipline and risk management, but also the need for compassion and empathy in public policy.
Randall is also a dedicated community volunteer. He’s worked pro bono for veterans’ organizations like the Connecticut Veterans Legal Center and coached the Avon High School Mock Trial team. Locally, he has served on the Water Pollution Control Authority, and currently sits on both the Planning and Zoning Committee and the Affordable Housing Task Force.
Above all, Randall is a devoted husband and father of two young daughters. On weekends, you’ll often find him with his family at Sycamore Hills pool or Winding Trails, at one of the many playgrounds in town, or enjoying a well-earned trip for ice cream. Randall believes Avon must remain affordable—not just for today’s residents, but for the generations to come. That means:
  • Curbing unnecessary spending that drives up taxes
  • Prioritizing essential services like police and emergency response
  • Implementing long-term strategic planning for responsible development without relying on state and federal funding
  • Promoting transparency and public trust in the budget and referendum process
As an elected member of the Board of Finance, Randall will work hard to ensure Avon lives up to its promise to be a wonderful community for all its residents.

About the Candidate: Kathleen is currently the CEO of a newly reopened non-profit organization in Hartford, having served as a nurse in Director, Manager, Educator, and staff roles for 43 years. She obtained her Doctorate in Nursing Practice, concentration in Nursing Leadership, from Quinnipiac University, along with a Master of Science in Nursing administration and a Bachelor of Science in Nursing from Saint Joseph’s College of Maine. She was responsible for many multi-million-dollar budgets across several departments in her hospital-based roles.
Kathleen is a 31-year resident of Avon having raised four children who attended Avon Public Schools from K-12. She was a volunteer at Saint Ann’s in the CCD program. She has been a member of the Avon Republican Town Committee for five years, serving as the Chair since 2024. Kathleen currently serves on the Board of Finance. Kathleen proposed the 0% increase in the town’s mill rate for the FY 2024/2025 budget. Despite negotiating a bipartisan agreement from the Board of Finance, the Town Council majority party increased the mill rate.
Kathleen has completed the Connecticut Council of Municipalities Certification program to better understand the complexities of municipal government. She looks forward to continuing her service on the BOF with increased transparency and accountability to the voters.

Kasem Omary, MBA

About the Candidate: Kasem is a lifelong resident of Connecticut with deep New England roots and has been an Avon resident for 5 years. Kasem received his MBA from the University of Hartford, and his Bachelor of Science degree from Charter Oak State College. As a political outsider, he brings over 2 decades of private sector experience to the table – including business ownership and corporate leadership. As a parent, Kasem values the same things for his family that everyone values: safety, stability, community, education, and a good place to call home. Kasem works as a Solutions Architect, a senior technology strategist accountable for development of complex corporate technology systems and investment in future technologies. This position, to put it simply, is to listen to the needs of others and make decisions that best serve their needs. In Kasem’s work, he treats organizational money as if it were his own. If elected, Kasem will bring his professional experience to the table and make information-based choices that will serve Avon first and foremost.

Kathy Randall Gill

About the Candidate: Kathy is a 20-year resident of Avon and a graduate of College of the Holy Cross with a BA
degree in Economics. Her post graduate studies were done at Providence College and University of Connecticut in Finance and Taxation.  Kathy’s 20-year banking career included formal credit training, commercial real estate finance, commercial lending, and distressed debt valuation, along with P & L responsibilities. She was a Senior Vice-President at Bank of America where she managed the National Real Estate Group, overseeing a $1.2 billion portfolio of commercial real estate construction and acquisition loans. Previously, she ran the bank’s Boston Real Estate lending group and was a loan officer in the Precious Metals Group, specializing in commodity finance and consignment lines of credit. All areas required a deep understanding of accounting, corporate finance, debt markets, risk management, and legal principles.
While in Boston, she served on the Greater Boston Real Estate Board and the Massachusetts Executive Board for the National Assoc. of Industrial and Office Parks (NAIOP). Other volunteer service included: St. Joseph’s Church Finance Council, Special Olympics, United Way, and pro bono teaching at Massachusetts Continuing Legal Education (MCLE), where she taught attorneys the legal aspects and risks of construction lending. In Avon, Kathy served seven years as Deputy Registrar and as a board member on the Youth Advisory Board and the Aging Committee.  She is a trustee of the Church of St. Ann, a long-term member of the Finance Council, and was instrumental in raising $3 million for the church restoration in 2010. The Archdiocese also recognized her with the St. John Neumann Award for outstanding volunteer service to Catholic Schools. She has served as Treasurer of the Avon Republican Town Committee, Treasurer of the RI and Hartford Holy Cross Alumni Clubs, as well as Treasurer for two State Senate campaigns. She has been a frequent volunteer as a pianist at a CT Alzheimer’s facility. Kathy began waitressing at age 16 to self-fund her college tuition.  She is a native of Stamford, CT where she grew up with seven siblings, a paper route, and a penchant for saving a buck.
Why Are You Running For Office?
Kathy and her family moved to Avon for its reasonable tax base, low crime rate, and its reputation for good schools. Over time, taxes have increased exponentially, despite Avon receiving $5.4 million in government ARPA funds and also realizing multi-million budget surpluses for the past 3 years. The town is now less affordable for those in lower income brackets, while car thefts are more prevalent; education costs have increased, even though the student population has declined. If elected, Kathy hopes to leverage her financial knowledge and business experience to control spending and lighten the tax burden for Avon residents. She will focus on transparency in regard to fiscal matters and financial statement presentation. An updated long-term financial plan should be completed to prioritize necessary capital expenditures. She will support enhanced, clear, and concise communication to residents as to how taxpayer dollars are spent. She would allow more time for input from residents during board meetings and public hearings and will hear and respond to those constituents’ voices. She will prioritize attracting viable businesses and industries to Avon to broaden the Grand List and ease the taxes on homeowners.
